Amongst the plethora of Charles B. Browns, living and dead in the United States, it is presently not possible to positively identify this particular Charles B. Brown, known for his successful Policy King(1905) which remained popular even until 1919 when it was recorded by Fred van Eps, the famous banjo player. He also wrote cakewalks, patrols and other pieces.
