According to the Internet source given below, Bernhard Joseph Klein was a German composer born in Cologne.
He went to the Paris Conservatory in 1812 to study under Luigi Cherubini. Klein was the director of music at Cologne Cathedral. In 1819 at the request of Carl Friedrich Zelter he went to Berlin spending the rest of his life there. In 1820 he became professor of composition at the Royal Institute for Church Music, as well as Music Director at the University of Berlin.
He is the composer of the much sung Der Herr ist mein Hirt.
