Joseph Gioscia is another of those presumably American one-off composers of whom virtually nothing is known but for their only published single work, here Policy Sam (1899) written also as a song in 1900 with words by Maurice J. Steinberg. Internet searches have turned up tantalising snippets in The Albany Evening Journal where he is referred to as an orchestra leader and violinist in 1903 and 1914 issues respectively.
