According to the Internet source given below, Fleta Jan Brown was an American composer and lyricist born in Sioux Rapids, Iowa,
She studied piano, theory and harmony with Fannie Zeisler among others at the Cincinnati Conservatory of Music, Ohio. In 1907 on moving to St. Louis she married fellow-composer Herbert Spencer, who had been working for Thiebes Stierlin, As a team the went to Manhattan embracing a career in Tin Pan Alley.
Of ragtime interest is Tangle Foot Rag (1906) published by Jos. W. Stern & Co., New York, USA.
