Cotton Bolls is a fine "classic" rag in ABACA form with some nice touches especially where the melodic line extends into the lower registers. Its whistling melodies literally cry out for a recorder adaptation; the requirement for the 2nd tenor to alternate to either descant or sopranino for just one top D in bar 68a is certainly stretching it a little but is most definitely a nice "touch" which would be a shame to leave out.
