According to the Internet source given below, George Linus Cobb was an American rag composer and Tin Pan Alley songwriter born in Mexico, New York and died in Brookline, Massachusetts. He studied at Syracuse University winning a composition contest in Buffalo with the song Buffalo Means Business. (1909). He commenced his career by writing mostly rags before moving to New York to write song hits in Tin Pan Alley. He worked for Walter Jacobs, the Boston publisher, and later became editor of Jacob's music magazine The Tuneful Yankee, later changed to Melody. He wrote a monthly column giving advising wannabe songwriters. His hits Alabama Jubilee (1913), Are You From Dixie? (1915) and Russian Rag (1918) were all million sellers. Russian Rag was such a hit, his publisher asked him to write another rag using the same Rachmaninoff prelude as a basis. This resulted in The New Russian Rag (1923).These much recorded Russian rags are considered masterpieces and are still standard repertoire for ragtime pianists.
