According to the Internet source given below, Milton Ager was an American composer of popular music and was born in Chicago. He was the 6th of nine children and began his musical education on his sister's piano with his mother's encouragement. After only three year at McKinley High School, New York, he dropped out to become a pianist in the silent film cinemas. From there he went an the vaudeville circuit finishing up writing hit songs for Hollywood. His hits include "Nobody's Baby", "Ain't She Sweet?" ,"Happy Days Are Here Again" which became the theme song for Roosevelt's first inauguration in 1932 and has been the Democratic Party's theme ever since. He was elected to membership in the Songwriters' Hall of Fame. Ager died in Los Angeles aged 86.
